Kyrgyz
Agriculture Market Information System (KAMIS) was established by British
Know How Fund at the end of 1996 as an experimental project in two regions
with headquarters in Bishkek.
The purposes of this project were:
- foundation of the most suitable mechanism of the collection and distribution
of the market information for providing a transparency of the market;
- provision of producers of agricultural produce with database about
agricultural material and technical resources.
Originally the project was planned for four months and
as it was effective it was prolonged to the end of 1997 with the goals
as follows:
- to expand the prolonged project by accepting for employment and training
of KAMIS staff from forth regions which have not been covered with the
working experimental project;
- organisational strengthening of the State Department on Antimonopoly
Policy and the National Statistical Committee by means of additional
training of market exploration methods and collection of the information,
and also establishing the same form and methodology of the collection
of the information;
- to provide assistance to Kyrgyz Standard and Kyrgyz Agricultural
Technical Project in bringing grades and standards on the basic kinds
of agricultural production in conformity with the international requirements,
to strengthen an export potential of the Republic.
After the Governmental Decree on the establishment of
KAMIS, it started a new development stage as a Republican system of the
market information.
The staff of the KAMIS is engaged on a competitive basis,
prepared and trained to competent work on the newest PC with use of the
analytical and communication programs.
KAMIS weekly prepares:
- Weekly bulletins on the prices, with the information on:
- · Market prices in the main markets of cities of the Republic;
- · Average prices in the markets of neighbouring states;
- · Average prices in regional markets of the Republic;
- · Average prices in large cities of Uzbekistan, Kazakhstan and
Russia;
- · Daily dynamics of exchange rate of basic currencies on Kyrgyz
Republic.
- Weekly newsletter " Spring field works ", which includes an extensive
database on demand, supply and services (DSS).
The above described information is delivered to all participants
of agricultural sector at all levels, starting with the President machinery,
Heads of Agricultural Administration at a rayon level, the Ministry of
Economy, Ministry of Agriculture and Water Resources, NSC, SDAP, KAS,
and other direct or indirect participants of agricultural sector. KAMIS
publishes "Monthly Price Bulletin" containing besides the prices for agricultural
produce, analytical materials on agricultural market, the information
on a condition of agricultural sector of international market and advertising,
that enables KAMIS to solve financing problems. KAMIS also cooperates
with a number of state and non-state organisations in Kyrgyzstan and abroad.
Results of KAMIS activity
KAMIS information at actual stage:
- Enhances agricultural market transparency;
- Opens opportunities and creates incentives for agricultural producers;
- Promotes strengthening of positions of producers and processing enterprises
with negotiating with the intermediaries;
- Stimulates a competition among the dealers;
- Promotes processors and consumers concerning a choice of products;
- Gives an opportunity to the Government of the Republic to analyse
and plan the development of agriculture and to follow the policy results;
- Increases export potential of our Republic;
- Promotes integration of economy of neighbouring countries.
