Prospects of the Development of Library Information Maintenance for Agribusiness of Ukraine
SLOBODYANKI Mikhail, Director, Central Scientific Agricultural Library of UAAS, Kyiv, UKRAINE

In Agribusiness of Ukraine there is a ramified system of agricultural libraries. There are more than 20 millions of documents in integrated fund of 300 branch libraries at research institutes, high schools and colleges. The efficiency of operation of this complex system is substantially defined by the activity of the Central Scientific Agricultural Library (CSAL) of the Ukrainian Academy of Agrarian Sciences (UAAS), in collections of which main agribusiness information resources are concentrated.

With due regard for this situation prime task is to remove the contradiction between enormous information potential of the Library and restricted opportunities of its using in conventional library and bibliography processes. In this context the author offers a conceptual model of the development of CSAL in conditions of increased demand for information. It consists of the following elements

  • accumulation of information potential
  • intellectual processing of the information;
  • production of integrated and summarized information;
  • maintenance of communication process.

CSAL activity will focus on the foundation of electronic collection, containing bibliographic, abstract and full text databases (DB) through the acquisition of domestic and foreign electronic publications, the use of opportunities of global information systems; translation of documents of prime significance for agribusiness of the Republic from collections of CSAL and other agricultural libraries of the country into electronic carriers and the development of new hyperdocuments.

CSAL is to become a National Branch Scientific Centre of electronic publications, effectively combining the availability of paper documents and opportunity of distant access to global resources of the agricultural information.

It is anticipated to introduce a differentiated cataloguing of new acquisitions in accordance with the document importance for agricultural industry. Retrospective conversion of the Library own catalogue as the base for perspective cataloguing of subordinated libraries system shall be a second priority direction of the Library activity. To achieve the goal a wide range of operations for increasing information capacity, maintaining of compatibility and conformity of the integrated catalogue of agricultural libraries with nation-wide and international requirements and standards shall be carried out.

It is supposed to develop and implement in collaboration with institutes of UAAS a classification system which will allow to change the structure of agricultural science information resources from subject to problem approach.

CSAL is coming to generate long-term priorities in production of information products such as the development of fundamental retrospective bibliography; formation of a system of problem-oriented DB; edition of journal of abstracts "Agribusiness of Ukraine", development of information and analytical systems of cognitive type.

Information and analytical system "Agrarian Science of Ukraine" is acquiring great significance in the Republic. Its structure is supposed to include interconnected DB, abstracts of reports of science and research works, the information about theses of Ukrainian scientists in agriculture, bibliography data for leading Ukrainian scientists, with indices of main publications and citation indices of the documents.

CSAL of UAAS has already begun to implement the issues mentioned above. A journal of abstracts " Agribusiness of Ukraine" and a general catalogue of new acquisitions of CSAL and national libraries of Ukraine are under preparation. Availability of electronic versions of these editions essentially expands its communication opportunities.

The maintenance of communication process will be executed on the basis of complex automation of the Library system. New paradigm is based on the accessibility of electronic information to wide circle of users both in the Library and outside. This approach is a necessary step for development of a system of branch information resources and its introduction into a nation-wide and a world information space.
